Join the U.S. Navy as a General Engineer or Operations Research Analyst (GS-13)

  • Full Time
Monthly Salary :

Job Overview

The Department of the Navy is looking for skilled professionals who can bring both engineering and analytical thinking to one of its most critical roles — supporting the Commander, Operational Test and Evaluation Force (COMOPTEVFOR).

As an Interdisciplinary General Engineer or Operations Research Analyst, you’ll work with teams that test and evaluate some of the Navy’s most advanced systems. Your job is to make sure these systems work safely, efficiently, and effectively before they’re deployed. You’ll be part of a group that directly influences the performance and readiness of the U.S. Navy — helping ensure every system that goes to sea meets real-world demands.

This is not just a technical role. It’s about problem-solving, communication, and coordination. You’ll help translate complex test data into clear information that commanders and program leaders can use to make decisions. Your work will support national defense readiness and directly impact the safety of service members.

The position is based in Norfolk, Virginia, with some travel expected. The Navy offers flexible telework options under agency policy, but this is a hands-on role where presence at test locations is often required.

What You’ll Do

Your work will cover the full cycle of testing and evaluation. You’ll guide and support Navy test teams as they plan, execute, and report on test programs. You’ll review technical results and ensure the data collected meets high accuracy standards.

Much of your time will go into reviewing engineering and operational test data, helping identify system issues, and proposing improvements. You’ll also provide technical advice to both engineering and command staff. This job requires attention to detail, strong communication skills, and the ability to work with professionals across different specialties.

Your duties will include:

  • Supporting test teams in planning and test execution.
  • Reviewing test results and recommending improvements.
  • Ensuring all test data is accurate and reliable.
  • Helping design better methods for test analysis and reporting.
  • Explaining system strengths and weaknesses to senior staff.

Every project you touch contributes to a safer and stronger Navy.

Who Can Apply

This opportunity is open to U.S. citizens who meet the qualification and clearance requirements. Applicants must be eligible to hold a Top Secret/SCI clearance and complete all pre-employment checks successfully.

Work Environment

The position is based at Naval Base Norfolk. Some travel will be required, both for field testing and team coordination. While limited telework may be approved, most duties take place in person due to the sensitive nature of the projects.

This is a full-time federal position within the competitive service. The work environment combines office analysis with real-world technical testing. Collaboration with engineers, analysts, and program officers is a daily part of the role.

Qualifications and Experience

To qualify for this position, you need at least one year of specialized experience at or equivalent to the GS-12 level in the federal service or similar work in another organization.

That experience should include evaluating defense systems, reviewing technical test results, and ensuring the integrity of engineering data. You should have hands-on experience supporting test teams or analyzing test and evaluation results.

If you are an engineer, you must hold a degree in an ABET-accredited engineering program or have equivalent experience and credentials such as Engineer-in-Training (EIT) or Professional Engineer (PE) certification.

If you are applying under the Operations Research Analyst series, you should have a degree or coursework in operations research, math, statistics, or a closely related field, including at least 24 semester hours of related subjects and 3 in calculus.

Your resume must clearly describe your experience, responsibilities, and achievements.

Requirements

Before applying, please note:

  • You must be a U.S. citizen.
  • You must be able to obtain and maintain a Top Secret/SCI clearance.
  • You must pass a drug test (including for marijuana).
  • You must complete a confidential financial disclosure (OGE-450).
  • You must be willing to travel as needed for testing and coordination.

Education

Education is a key part of this role. You must have completed relevant coursework in engineering, mathematics, or operations research. If you’re relying on your degree to qualify, you must submit transcripts with your application. Unofficial transcripts are acceptable for the initial review.

Benefits

Federal employment with the Department of the Navy includes a strong package of pay and benefits designed to support you and your family.

You’ll receive:

  • Competitive base salary with regular raises.
  • Federal retirement benefits under FERS.
  • Health, dental, and vision coverage.
  • Life insurance and long-term care options.
  • Paid time off and all federal holidays.
  • Paid training and professional development.
  • Tuition assistance and continuing education support.
  • Access to federal wellness and counseling programs.
  • The chance to contribute to projects that serve the nation.

Career Growth and Learning

Working at COMOPTEVFOR gives you the chance to expand both technically and professionally. Many employees move into senior technical or leadership positions across the Navy and Department of Defense. You’ll also have the opportunity to earn Defense Acquisition Workforce Improvement Act (DAWIA) certifications, which open doors to higher-level roles.

This is a career that blends research, engineering, and public service. You’ll gain experience that’s valuable both inside and outside government — in fields like systems engineering, program management, and applied research.

Why This Job Matters

The systems you test and evaluate keep Navy personnel safe, efficient, and ready for any mission. Every recommendation you make has real impact — helping ensure the right equipment performs the right way at the right time.

If you want to apply your technical skills to something larger than yourself, this is a meaningful place to do it. You’ll help shape technology that supports global defense and security.
